Comparing Offshore Destinations Without Getting It Wrong
Country comparisons are usually made on the one variable that matters least. A framework for weighing destinations on the factors that actually affect delivery.

Most destination comparisons reduce to a table of average hourly rates. That table is the least useful artefact in the decision, because rate differences between the common destinations are smaller than the variation between individual companies within any one of them.
Company variance exceeds country variance
The gap between a strong and a weak supplier inside a single country is wider than the gap between country averages. This is the single most important thing to internalise: choosing a country narrows the field, but it does not make the choice. Two firms on the same street can differ enormously in retention, process maturity and communication.
The factors worth comparing
- Timezone overlap with your team, and how many hours of it you actually need.
- Depth in your specific stack, not general developer population.
- Contract enforceability and the practical route if a dispute arises.
- Payment mechanics, including how straightforward it is to pay and be invoiced.
- Retention norms, because turnover is a cost you will pay repeatedly.
Be careful with population statistics
Headline numbers about how many developers a country produces annually say little about how many are available, at the seniority you need, in the technology you use, at the price you expect. Ask instead how many people the specific company has in the specific role, and how long they have been there.
Weight timezone honestly
Timezone is the factor buyers most often over-weight and under-plan. A four-hour overlap is comfortable for most work. Less than that is workable with disciplined written handover but genuinely harder for anything requiring rapid iteration with stakeholders.
Run the same test everywhere
Give shortlisted firms in every destination the same scoping exercise and compare the responses. Differences in how they interrogate the brief will tell you more than any country-level research, and it puts the comparison on the only ground that matters: how this specific team behaves on your specific problem.
